Healthcare workers receive thousands of ITAs for permanent residency, with lowest CRS cut-off score in 2025
Immigration, Refugees and Citizenship Canada (IRCC) has issued more invitations to apply (ITA) through the Express Entry system.
The immigration department issued 3,500 ITAs in a draw for candidates in Express Entry’s Healthcare and social services occupations category.
To be considered in this draw, candidates needed to have:
- A minimum Comprehensive Ranking System (CRS) score of 462; and
- Created an Express Entry candidate profile before 10:19 p.m., Universal Coordinated Time (UTC) on December 2, 2024.

Today’s draw marks the sixth Healthcare and social services occupation draw of the year, and features the lowest CRS cut-off score of any draw for this category in 2025.
Over the course of this year, candidates in the Healthcare category have received the third-most ITAs of any candidate group in the Express Entry system, at 13,292 invitations as of this draw. Healthcare is among IRCC’s priority Express Entry categories in 2025.
Today’s draw is also the third of November and follows a Canadian Experience Class (CEC) draw on November 12, a Provincial Nominee Program (PNP) draw on November 10, and a French language proficiency draw on October 29.
Thus far, IRCC has issued 85,723 ITAs through the Express Entry system in 2025.
Express Entry draws this year have primarily focused on PNP draws, with the remainder of Express Entry ITAs dedicated to CEC candidates, candidates with French-language proficiency, and those in the Express Entry priority occupation categories:
